Citizens of non-Schengen countries have unlimited freedom to enter and exit the Schengen region if they are given a Schengen Visa. As a symbol of a united Europe, this arrangement is an element of the treaty organization. A convention to implement the agreement was added in 1990 after it was approved by five of the ten member states of the European Economic Community organization in the vicinity of Schengen in Luxembourg in 1985. 1995 saw the ultimate implementation of these clauses.

This agreement made it possible for inhabitants of Schengen nations and visiting foreign people to have unfettered travel permission through the demarcated Schengen region. De minimis or no border surveillance at all was one of the accepted provisions.

The fundamental purpose of the treaty’s regulations is to maintain the Schengen nations’ unity as a single nation, allowing passengers to move across the continent in a manner akin to moving through individual states.
